Mukdahan is the place where my wife is from and where I have a house, so I'm reporting these news that unfortunately are not as uncommon as people think they are.

While they were visiting the Tad Ton waterfall, a few kms away from Mukdahan, a group of Thai students and their Australian teacher were hit by a thunderstorm, a violent thunderstorm as they always are in Thailand.

And lightning struck them, killing 2 female students, Supaporn Petcharat,14, and Atchariya Wongwai, 17, as well as an Australian tacher from Pert, Gregory Ian Crombie, 40.

2 teenage Australian students and another thai students were also injured and rushed...

It was dry for a few days but today the rain is back and I just love it. Rain when it is > 25 deg.C outside is always nice. My parents have to fight with me to get me back in the house

This is what the readers of Business Traveller Asia Pacific voted anyway.They also voted Bangkok as the second best Business city in Asia Pacific, just behind Hong Kong.

And the best resort hotels are Banyan Tree Phuket hotel first and JW Marriot Phuket Resort&Spa in thirdt place. I do not know these hotels in Phuket but if their sister hotels in Bangkok are any indication, I fully agree with them.

Phuket is only third as best leisure destination, probably because not everybody likes beaches and the sea. But if you like diving and roasting yourself on white sand beaches, Phuket wins hands down.

Was dark and stormy when Samak was still in power and it is now blue sky with our new PM, probably just a coincidence but anyway, this week end was nice and the beginning of the week is also nice in Bangkok.

Took this picture this morning through the window of a building so that you can judge by yourself (the blue sky, not the quality of the picture that was taken with a mobile phone through a not so clean window). The river that you see on the picture is the Chao Praya river.

Les inondations sont assez importantes à Ayutthaya et Lopburi, à environ 100 kms de Bangkok. Ainsi qu'à l'Est et au Nord Est, les lignes de chemin de fer vers Isaan étant coupées, donc pas de trains pour le moment. Une grand-mère et son petit-fils se sont noyés, portant à 16 le nombre de morts. Et beaucoup de malades, rhume, diharrée, infections par champigons...

A Bangkok, cela va mieux, toujours des nuages mais des nuages blancs, pas de pluie en vue pour le moment comme le montre cette photo prise ce matin dans le jardin de la maison où j'habite.

A lot of rain North of Bangkok resulted in the region of Ayutthaya, Lopburi,... to be under water. As well as a big part of the North East, resulting in 16 deaths so far and a lot of people suffering from diarrhoea, colds and fungi infection.

The situation in Bangkok is better, cloudy sky but white clouds, not the dark ones as the picture taken in front of my house this morning shows.

Our new prime minister Somchai Wongsawat had a nice phone conversation with the leader of the PAD Sondhi Limthonkul, in between fellow Thais, so he said. At the end we're all Thais, so why should we fight? (I guess he meant we're both rich Thais, why should we fight?)

And the weather in Bangkok has become kind of London weather these days, no sun, clouds all day, and rain and rain and rain.

So much rain actually that 38 provinces in Thailand are under water and that it makes travelling to the North and North East pretty difficult and time consumming. As well as the other way round. A friend of mine came from Kon Khaen to Bangkok yesterday and it took him twice the time it generally takes him to make the trip.

Khun Somchai a été officiellement nommé premier ministre par le roi de Thailande et se dit confiant de pouvoir régler trouver un terrain d'entente avec les manifestants du PAD. Ce après avoir téléphoné au fondateur du parti, Sondhi Limthongkul.

Somchai ne nous dit pas ce qui s'est dit au téléphone, juste que les discussions avaient été bonnes. Elles ont du l'être parce que, en effet, on entend plus vraiment parler du PAD de ces jours-ci.

I'm repeating a bit my last posting in this blog but at least now it is official, Khun Somchai Wongsawat was elected today in Parliement by the members of his party. And since the members of his party have the majority in Parliement, he is now officially prime Minister. Khun Abhisit from the Democratic party, the only contender put up a good show, but well, only a show, his party members do not have enough seats in Parliement to be any threat to the PPP.

Je me répète un peu mais bon, au moins maintenant c'est officiel, Khun Somchai a été élu a l'unamité des parlementaires de son parti et partis de la coalition au pouvoir. Et comme les partis en question ont la majorité, il a été élu avec 198 voix de préférence, son adversaire du Parti démocratique, Khun Abhisit, n'en récoltant que 198.

Somchai est du Sud, de Nakhon Si Thamarat et est marié à la plus jeune soeur de Thaksin, Yaopawa, qui faisait elle aussi partie du parti défunt de son frère, à savoir le Thai Rak Thai et qui donc comme tous ses collègues du même parti a perdu son droit de voter après la dissolution du TRT. Je vous l'annonce quelques jours à l'avance, le prochain Premier Ministre de Thailande, comme prévu, sera le mari de la plus jeune soeur du Premier Ministre en exil, Thaksin Shinawatra.

Des trois candidats, il ne semble rester que lui, donc, mercredi, il sera officiellement Premier Ministre.

Et comme prévu les manifestants du PAD qui occupent le siège du gouvernement depuis des semaines fulminent. Ils se sont débarassés de quelqu'un qu'il considérait comme ayant été nommé par Thaksin, et donc pas "bon", pour avoir quelqu'un de la famille de Thaksin, ce qui est pire pour eux.

En Thailande, les filles et les femmes ont des priorités qui ne sont pas nécessairement les mêmes que celles des femmes Européennes ou Américaines.

Une liste des 4 premières priorités:

- Bouddha

- Leur mère (et père)

- Leur famille

- Le roi de Thailande

Et donc un étranger qui rentre dans le système est automatiquement en dehors de 3 priorités:

- Il n'est généralement pas Buddhiste

Mr. Somchai,, en charge du gouvernement pour le moment et aussi, je crois qu'on l'a déjà dit , beau-frère de Thaksin, a levé l'Etat d'Urgence en Thailande aujourd'hui.

La décision a du être assez facile à prendre vu que il n'y a pas vraiment eu d'Etat d'Urgence. Il y a eu une annonce d'Etat d'Urgence par Samak qui voulait dire que l'armée était en charge de ramener l'ordre à Bangkok, et donc d'arrêter les manifestants du PAD.

Mais voilà, l'armée, pour une fois, n'a rien voulu faire, je supposes que intervernir sur les ordres d'un gouvernemnet civil n'est pas dans leurs habitudes..

Not that there was much of a State of Emergency in the first place, since the army did not want to enforce it. And they were the ones supposed to be the ones enforcing it.

As we more or less expected, the Parliement session supposed to reelect Khun Smak as Prime Minister last Friday did not happen. Actually it happened but not enought MPs showed up for the vote to be possible, so this is really the end for Khun Smak who will most probably resign from his position as leader of the PPP and won't be candidate anymore. That leaves the door open for other candidates, not really a wide open door actually, only 3 candidates we heard about so far:

La semaine politique en Thailande s'est terminée plus ou moins comme prévu, les parlementaires ne sont pas venus au Parlement vendredi en nombre suffisant pour permettre l'élection d'un Premier Ministre, à savoir l'élection de Samak vu qu'il était le seul candidat.

Et le parti au pouvoir va de nouveau se réunir en début de semaine prochaine pour décider des candidats possibles, 3 personnes en liste pour le moment, le Premier Ministre faisant fonction, Somchai (il est aussi le beau-frère du PM précédent maintenant exilé à Londres, Khun Thaksin), le Ministre de la Justice, Sompong et( le Ministre des Finances, Surapong, aussi très proche de Thaksin.

Evidemment, maintenant que Samak a du démissioné et que Thaksin n'est plus en course pour le moment, un tas d'opportunités s'ouvre pour les autres parlementaires du parti au pouvoir.

Et donc la moitié d'entre eux, qui avaient élu Samak à l'unanimité il y a seulement quelques mois, ne sont plus si sûrs qu'il faudrait le réélire. En fait, il semblerait qu'ils pensent qu'il ne faudrait plus le réélire...

There was no extraordinary session of the Parliement today to reelect Khun Samak as they said they would yesterday, we'll probably have to wait a bit longer...

The reason being probably that not all MPs members of Mr. Samak's party are that keen to reelect him, actually about half of them are not. So no consensus among the MPs of the PPP mean better wait before voting.

But whether Samak is keen or not to be PM again is less clear, my Thai colleagues say he is not, the newspapers say he is. So I guess we'll have to wait for a while before a clearer picture emerge...

Je pensais hier qu'il y avait peu de chance que le Premier Ministre Thailandais soit reconnu coupable de conflit d'intérêt pour avoir présenté 4 shows télévisés sur la cuisine tout en étant PM en fonction et bien je me suis trompé.

Il a été reconnu coupable à l'unanimité des neuf juges, 9 -0, et n'est donc plus Premier Ministre. Et le gouvernement doit démissionner avec lui.

Cela a été bien entendu accueilli par des cris de joie des manifestants du PAD, c'était finalement leur demande principale, que le Premier Ministre démissionne.

The Constitution Court found Khun Samak guily of having a second job, the cooking television show and hence asked him to resign immediately, his government having a bit more time.

So it means Thailand has no more PM and the verdict was received with screams of happines by the PAD supporters.

But now the Mps are supposed to have an urgent meeting tomorrow to reelect him.

Whether they can do it or not, I'm not very sure but in any case, he will continue to perform his duties until a new cabinet is appointed by the same MPs who elected him in the first place, so is it really going to change?

Khun Samak a son show télévisé personnel qui s'appelle "Chim pai, bon pai" ("Goûter, critiquer") et pendant lesquel ils présentait des recettes de cuisine.

Personne ne conteste qu'il est un excellent cuisinier mais voilà, dès qu'il a éte nommé PM en Février de cette année, il devait arrêter, la Constitution Thailandaise n'autorisant pas un PM d'avoir un deuxième emploi. Et il ne l'a pas fait, il a encore présenté 4 shows qui lui ont rapporté 80000 baht.

Quelques sénateurs de l'opposition s'en sont rendu compte et 'affaire est maintenant débattue par la Court Constitutionelle avvec un verdict demain su les points suivants:

This question is pretty serious and now debated by the Constitution Court in Thailand. Could Khun Samak cook on TV? Or more to the point could he host television cooking shows?

According to the Thai Constitution, a Prime Minister is banned from having an outside work, so the question is:

- Was it a outside work? As a group of Senators from the Opposition claimed it was

- Was it fun? As Khun Samak said it was, no work at all, only 4 shows that paid him 80,000 Baht (US$ 2,300).

The Court announced they will answer this very important question tomorrow. If found guilty, Samak and his Cabinet will have to resign. Don't hold your breath...

Khun Samak, je penses, étais assez content de pouvoir déclarer l'Etat d'Urgence. Cela lui permettait de mettre fin aux manifestations contre le gouvernement. Une réunion de plus de 5 personnes et c'est direct en prison, pour 7 jours au moins.

Mais voilà, pour que cela fonctionne, il faut que l'armée, qui est légalement en charge de la sécurité en cas d'Etat d'Urgence veuille bien en faire respecter les règles.  Mais ils ne sont pas interessés. Ils sont d'ailleurs rarement interessés par ce que le gouvernemnet civil pense, ce que Monsieur  Samak devrait savoir....

Et donc personne à Bangkok ne semble prendre au sérieux cet Etat d'Urgence,...

The State of Emergency was supposed to last for 3 months but: - People do not care, being the PAD protesters or now even university students. They keep gathering in numbers far higher than the 5 allowed under a State of Emergency rule - The army does not not to enforce it, not their problem they say So Khun Samak rightly concluded, what is the point of keeping a State of Emergency if nobody complies? So he will probably lift it in 2-3 days but if declaring it did not change anything to the deadlock situation, removing it won't change anything either. Khun Samak warmed up a lot on the idea of having a referendum. We should ask every voting citizen whether the government should stay or not.

Excellent idea, I was elected by the majority of these voting citizens, so chances are they will say, yes you should stay in power.

But if you want to end the present crisis, well, it is not such a good idea, we will just be back to square one. Waste of money and time according to my Thai colleagues.

And in the meantime, the number of tourists arriving in Bangkok airport is falling sharply, by 30% according to official figures, so it could be even more...

Le Premier Ministre pense que la meilleure façon de mettre fin a la crise politique qui agite la Thailande, c'est de demander à chaque citoyen en droit de voter si il veut que le gouvernement actuel reste en place.

Vu que le gouvernement en question a été élu par la majorité des citoyens Thailandais, je ne vois pas pourquoi ils diraient maintenant qu'ils se sont trompés. Que du contraire, je suis assez persuadé que le gouvernement récoltera encore plus de votes positifs. Ce que Khun Samak sait aussi, la raison pour laquelle il trouve que ce référendum est une excellente idée.

Une excellente idée en effet pour maintenir le status quo, c'est à dire le conflit actuel mais certainement pas une tellement bonne idéé pour y mettre fin.

Not too sure whether it is coming from my European side or from my Thai side but I just love water.

I guess my Thai side, Thai people are known to love water and anybody who visited Thailand on Songkran days (Thai New Year in April) can sure testify about it.

I was recently in the Sofitel in Hua Hin where they have splendid gardens. And the splendid gardens require a lot of water to stay green, even in the rainy season.

So this morning, breakfast time, everybody was watching the Thai tv, all channels broadcasting the speech of the Prime Minister Samak.

And everybody expecting he was going to announce his resignation.

Not at all, he said, "How could I resign? I just can't, I'm the protector of the democracy in Thailand"

So back to square one, with a referendum coming soon, for the people to vote on whether yes or no he should leave. Or something like that, the wording of the referendum is under consideration, could take some time to get it right.

In the meantime governments in various countries keep advising their nationals to postpone...

I doubt he will ever resign if not asked to do it by the highest authority in Thailand.

In any case, whether he is right or wrong does not matter, the army does not listen to him, so what choice does he have?

Quite a few countries advised their nationals to avoid visiting Thailand for the time being. Not the first time they do it but this time I really wonder why they do it.

I guess they do it because their diplomats living in Bangkok recommended it. But where exactly do these diplomats live for feeling the danger of visiting Thailand? In the Government House?

Or are they watching too much TV?

Because absolutely nothing happened in Bangkok as far as 99.9% of the city is concerned and nothing happened in Thailand as far as 99.99% of the country is concerned. And nothing will happen.

We live in Bangkok and did not see any change, just plain nothing. If not for the TV news and the newspapers, we would not even know about it.

Une série de pays ont demandé à leur ressortissants d'éviter de visiter la Thailande pour le moment. Et pourquoi donc? Parce que 2 groupes de manifestants se battent au milieu de la nuit sur une surface de quelques m2 dans une ville de 10 millions d'habitants et un pays de 65 millions d'habitants?

Il n'y a aucune raison de ne pas venir en Thailande pour le moment, vous ne verrez absolument rien des affrontements et ne risquez absolument rien. Pour nous habitant Bangkok, on n'est comme vous aux courant des affrontements et de l'Etat d'Urgence parce que on regarde la TV, sinon nous ne le saurions pas.

J'ai rien demandé moi. Ils disent que toutes les écoles doivent fermer parce que des gens se battent quelque part à Bangkok.

Je ne comprends pas, pourquoi se battent ils? Pour que je n'ailles pas à l'école?

They say it is because there are some protesters somewhere in Bangkok fighting with each others.

Why do they fight? For me not to go to school?

It seems that indeed not much has changed today. There were some rumors that a curfew would be enforced at 6 p.m. or later but it is business as usual so far. The restaurants, bars , shoppings centres...are open and as packed as usual. N

Nobody seems to know, or care about the State of Emergency. Fortunately I had the news on the TV and the internet to tell me or I would never have noticed.

And more PAD protesters keep arriving at Government House, so either they do not know also or they do not care...

Samak a déclaré l'Etat d'Urgence ce matin, donnant ainsi le contrôle de la sécurité à Bangkok aux militaires et lui permettant d'arrêter et détenir pour une période de 7 jours quiconque manifesterait en groupe de plus de 5. Rappelez moi combien de manifestants du PAD sont à Bangkok? 5 x 4,000 à peu près. Assez difficile d'arrêter tout le monde...
